Initial instruction-only release. Maintained default: planner-scope for Planner/planning. Illustrative example: starter-planner. Compatible with RelayView instruction package schema 1; the product pins commit 6e6a691b68. The source archive includes the MIT LICENSE and NOTICE.md. Clone and run the dependency-free checks and reproducible packaging commands in README.md. External upstream contributions are deferred for MVP; forks remain user-maintained.
