Planning questionnaire
When the Human explicitly invokes this skill, identify the facts or decisions the assigned Plan cannot resolve from the repository or admitted sources. Ask who can supply the missing knowledge and what decision their answer will support. Draft a concise questionnaire in the Planner conversation for the Human to send through their chosen channel.
Put the highest-value questions first. Give each question one topic and enough context for an outside recipient to answer without seeing the task history. Include a place to state uncertainty or partial answers. Record the unanswered items as open Plan decisions; incorporate answers only after the Human provides them. Drafting the text neither sends it nor advances the workflow.
