Shared abstraction refactor
Use when the assigned Plan calls for a bounded duplication scan or refactor. Read the relevant repository guidance and existing shared surfaces. Search the target paths first, then compare representative uses to determine whether they carry the same meaning. Classify each candidate as reuse an existing abstraction, promote a new one, leave local, or defer.
For an implementation assignment, move only a stable shared concept with a specific name and clear ownership. Update its callers and focused tests, then run the checks required by the Plan. For a scan assignment, return candidates and evidence without editing. Do not widen the assigned scope or create a generic utils, common, or misc bucket merely to remove repeated lines.
